Dr. Toepfer has provided expert witness services in matters involving nuclear and radiation protection, radon and dosimetry, water rights, CERCLA/Superfund remediation, EPA discharge compliance, RCRA, and PFAS human health risk. He is both a testifying and consulting expert.

Dr. Toepfer has served as a licensed Radiation Safety Officer at multiple uranium recovery facilities, holds NRC and Agreement State radioactive materials licensing experience, and has taught Radiation Safety Officer courses covering dosimetry, instrumentation, biological effects, and rad-related litigation. He holds a BS in Nuclear Engineering Technology and a PhD in Engineering Management.

Yes — his water treatment expertise spans the full project lifecycle across technologies targeting heavy metals, hydrocarbons, radionuclides, selenium, arsenic, PFAS, and many other contaminants for industrial, municipal, and remediation applications. He has served as engineer of record and project manager on systems ranging from pilot scale to 16 MGD facilities.

Dr. Toepfer has assessed the toxicological significance and human health risks of PFAS exposure in drinking water and ambient air, including review of animal toxicology, human health effects, and chemical and environmental fate characteristics of PFAS compounds.

Dr. Toepfer is available in both capacities — as a non-testifying technical advisor to counsel and as a testifying expert in deposition and trial proceedings. He has a documented history of expert testimony in public hearings and litigation support engagements.

Dr. Toepfer is a recognized subject matter expert in formal Multi-Criteria Decision-Making (MCDM) techniques, which he applies to objectively evaluate competing alternatives in infrastructure, environmental, and risk contexts — providing defensible, structured analysis well-suited to adversarial proceedings.
